Croatia's wartime grievances threaten Montenegro's hopes of joining EU by 2028

Croatia's list of grievances with Montenegro include missing persons, war crimes, prison camps, property seizures and borders. Podgorica has closed 21 of 33 chapters, but Zagreb is blocking progress unless bilateral issues are resolved.
